Taiwan dropped in the economic freedom index

According to the Economic Freedom of the World: 2000 Annual Report released on Monday, Taiwan sharply down from the 29th place to the 51st place in economic freedom among 123 countries polled.

The economic freedom index is based on 23 components designed to identify the consistency of institutional arrangements and policies with economic freedom in seven major areas: size of government, economic structure and use of markets, monetary policy and price stability, freedom to use alternative currencies, legal structure and security of private ownership, freedom to trade with foreigners, and freedom of exchange in capital markets.

Taiwan has got high scores in most areas, but has low score in Structure of the Economy and Use of Markets and Freedom of Exchange in Capital and Financial Markets. Because of the heavy use of government-owned enterprises, price controls and conscription, that generated a very low scores and resulted in the place of Taiwan dropped down.
